This functional statement establishes the Quality Management guidelines for the position of Lead EKG Technician at the Veterans Affairs Palo Alto Heath Care System (VAPAHCS). Medical Instrument Technicians must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-9: In addition to the core competencies defined at the GS-8 level, positions at this grade may be lead, supervisory, or non-supervisory with specialized advanced knowledge and assignments. (a) Experience. At least 1 year of experience comparable to the next lower grade level, which is directly related to the duties of the position to be filled, and must fully meet the KSAs at that level. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*): (b) Demonstrated Knowledge, Skills, and Abilities. KSAs 1, 2, and 3 are appropriate for all positions at this level. KSAs 4 and 5 are to be used in accordance with their appropriateness for the specific assignment. 1. Knowledge of the more complex examination and treatment procedures and techniques such as SAECG, ETT, Tilt table monitoring, electrophysiology monitoring, and event monitoring in order to provide training and supervision in these procedures, to develop analysis interpretation formats, and to receive inquiries concerning results. *2. Knowledge of JCAHO and other regulatory requirements. 3. Ability to communicate effectively and professionally with employees at varying grade levels. *4. Ability to provide, or provide for, staff development and training. *5. Ability to manage and supervise employees. (c) Certification. Certification by Cardiovascular Credentialing International (CCI) as a Certified Cardiographic Technician (CCT) is highly desirable at this level. Basic Cardiac Life Support (BCLS) and Advanced Cardiac Life Support (ACLS) certifications are also desirable for employees at this level. (d) Assignments. This position requires to undergo a pre-employment medical examination/physical, TB test, and other medical related requirements. ["The incumbent will coordinate the delivery of Cardiology's outpatient and inpatient care with other members of the health care team. This includes ensuring that procedures are completed in accordance with appropriate timelines, and working directly with Cardiology faculty and staff to schedule treatments for patients referred from any site. Initiates consultation requests to Cardiology faculty when more comprehensive patient management is required, and gathers follow up data. Incorporates new web-based reporting services to complete patient visits. Schedules procedures and works closely with the EKG Department Supervisor to coordinate other EKG technician staff in achieving the responsibilities expected of the EKG Department. To the extent approved by the Chief of the Cardiology Section and Director of the EKG and Exercise Testing Laboratory, directly provides evaluation and management services. Performs laboratory studies, electrocardiograms, and other special examinations under the guidelines of Cardiology staff. Provides supportive care, follow up, and arranges for consultations and other needed services for Cardiology patients. The incumbent carries out health promotion and disease prevention activities, makes entries in patient's permanent medical records and maintains other records as required. Notifies supervising physician, attending physician on call, or house physician on call, regarding any unusual or unexpected events or problems requiring direct physician consultation. In emergency situations, coordinates appropriate response when a physician is not immediately available. Emergency care is initiated and every effort is made to summon a physician as soon as possible. Practices safety, environmental, and/or infection control methods. Instructs other personnel assigned to health care team on preventive medicine programs and other appropriate medical activities and functions, or as directed by a physician. Maintenance of clinical activity statistics and conduct of quality management studies as indicated by multidisciplinary Cardiology program needs. Determines equipment needs and orders equipment as needed. Helps coordinate staffing responsibilities on a day to day basis. Development and participation in patient and EKG technician education programs as needed. Attends medical service, Cardiology Section and hospital committee meetings as appropriate. Develops and writes policies/procedures specific to medical interventions and subject monitoring. Supports and enhances VAPAHCS philosophy and goals.
